The Eau Claire Community Council (ECCC) was established in 1989 as a collaborative of 30 neighborhood organizations in North Columbia to provide equitable city services, promote commercial and residential development and serve as a voice for the community. A 501(c)(3) nonprofit corporation, ECCC has brought attention to the development, social, cultural and infrastructure needs of North Columbia communities challenged by urban blight and suburban development.
