The Eau Claire Development Corporation is making an impact on the quality of life in North Columbia by enhancing the residential, business and cultural environment of the community. Facilitated by layered investment in community infrastructure and human capital, community developments since 1993 include the following public works improvements:
Acquisition & Rehabilitation of Lutheran Survey Building/Town Hall Complex: $2.7 million was invested in the Eau Claire Town Hall, Print Building and Plaza construction contracts to provide city offices and community meeting facilities.
Monticello/North Main Beautification: $250,000 project included historic street lighting, street trees and landscaping, undergrounding of power distribution lines and transmission line consolidation.
Wildwood Avenue relocation: $100,000 project completed in conjunction with new Eau Claire Baptist Church parking lot and included landscaping of North Main Street frontage.

Lutheran Seminary Gateway Streetscape Project: $500,000 project included West frontage of North Main Street from Jackson to Wildwood including Arlington Street relocation and new Lorick Avenue entrance. Through partnership with Lutheran Seminary, ECDC provided construction management of new sidewalks, street lamps, and alignment of Arlington Street to new Columbia Fire Station entrance.
Eau Claire Fire Station: A new $1.4 million fire station was constructed at Arlington and North Main Streets. Site purchase and community approved design as well as exterior finish selection was completed by ECDC.
Additional activity in progress that includes ECDC participation:
North Main Street Highway Improvements Project spans 2.7 miles to refurbish pavement and sidewalks, intersection upgrades and streetscaping from Elmwood Avenue to Fairfield Road.
New subdivisions: Two new developments are underway with over 125 homes projected. Other developers are looking to build new housing projects in the area.
Federal Empowerment Zone Designation covers much of Eau Claire/North Columbia and brings additional community funding and economic program incentives to the community.
Annexations: Three neighborhoods, Golden Acres, Belmont II, and Belmont III have been annexed into the city.
